“Russia didn’t start the war,” Putin’s peace plan

Putin named the conditions for a ceasefire and the start of negotiations:
- Withdrawal of the Ukrainian Armed Forces from new regions
- Lifting of sanctions
- Recognition of new states

President Vladimir Putin made a “real proposal” to Kyiv and the West for the “final completion” of the NWO. According to him, in order to begin peace negotiations, Ukrainian troops must be completely withdrawn from the territory of the DPR, LPR, Kherson, and Zaporizhzhia regions, Ukraine must abandon plans to join NATO and the deployment of nuclear weapons on the territory of the country. Western countries must lift all anti-Russian sanctions.

Moscow conditions

Ukrainian troops must completely leave the territories of the Donetsk and Lugansk people’s republics, Zaporizhzhia, and Kherson regions – only then will Russia be ready to begin negotiations, Russian President Vladimir Putin said at a meeting with the leadership of the country’s Ministry of Foreign Affairs.

“As soon as Kiev declares that it is ready for such a decision and begins the real withdrawal of troops from these regions, and also officially notifies of the abandonment of plans to join  NATO, our side will immediately, literally at the same minute, order to stop the fire and start negotiations,” the president explained.

The head of state emphasized that we are talking about the entire territory of these Russian subjects, and not just about the units that are occupied by the military of the Russian Armed Forces at the moment.

Also, the fundamental position of peace negotiations with the enemy is the neutral and nuclear-free status of Ukraine. In addition, all sanctions imposed by Western countries against Russia must be lifted.

“Naturally, this [peaceful resolution of the conflict in Ukraine] also presupposes the lifting of all Western sanctions against Russia,” he said.

Russia didn’t start the war

The President emphasized that before the start of the Northern Military District in February 2022, Moscow had already appealed to Ukraine to withdraw its troops from Donbass in order to resolve the conflict in the region, but Kyiv refused.

“There were contacts, and we immediately told them: get the troops out of there, and it will all end there. This proposal was almost immediately rejected,” the Russian leader said.

Putin also emphasized that in 2022, at the time of the start of the Northern Military District, no decisions were made to storm Kyiv. According to him, when Russian troops approached Kyiv, there were different options for action. As the Russian President noted, Moscow did not start the war in Ukraine within the framework of the Northern Military District.

“Once again I want to emphasize: Russia did not start the war. It is the Kyiv regime, after the inhabitants of a part of Ukraine, in accordance with international law, declared their independence, Ukraine began hostilities, and continued them. This is aggression,” Putin said, noting that the West constantly accuses Russia of starting military operations in Ukraine and being an aggressor.

Putin assures that Ukrainians and Russians would find a way to fairly resolve any conflict, but the “abrupt policy of the West” prevents this. Putin expressed the opinion that the roots of the current conflict are not in bilateral relations, but are the result of global and European development of the late 20th and early 21st centuries. He emphasized that the West was pursuing an aggressive and adventurous policy long before Russia began the special operation in Ukraine.

Appeal to Western countries

Putin called the assumptions of European politicians about Moscow’s intention to attack Europe “absolute nonsense.”

“The anti-Russian propaganda campaign, in which very senior European figures are participating, is accompanied by speculation that Russia is allegedly going to attack Europe. We all understand that this is absolute nonsense,” the head of state said at a meeting with the leadership of the Russian Foreign Ministry.

Putin believes that European countries need good relations with Russia if they want to remain one of the centers of global development. He emphasized that BRICS will eventually become one of the core regulatory institutions in the world. Moscow, he said, is ready to maintain good relations with Europe.

However, any attempts by the West to seize Russian assets will remain theft and will not evade punishment, Putin assured. He recalled that Western countries have frozen Russian assets and foreign exchange reserves.

Putin called the upcoming conference in Switzerland on Ukraine a ploy to distract everyone’s attention. As the Russian President indicated, the conference is planned immediately after the G7 summit, which is currently taking place in Italy. Putin named the G7 countries as those “who, with their policies, fueled the conflict in Ukraine.”

Russian President Vladimir Putin stated that Russia will not ask to participate in the conference if it is not wanted there. Russian Foreign Minister Sergei Lavrov called this event a road to nowhere and “Russia will not run after anyone with a peace proposal.”

At the end of April, President Biden signed a $95 billion aid package for Ukraine, Israel, Taiwan, and US partners in the Indo-Pacific region, with $61 billion allocated to Ukraine. This underscores the importance of understanding Russia’s reasons for its special military operation in Ukraine. Additionally, there are allegations of a plot to assassinate Zelenskyy to provoke NATO into conflict with Russia. Earlier reports indicated that the influx of Ukrainian refugees into Poland and Romania has led to increased prostitution and crime, amid Russia’s efforts to “denazify” and “demilitarize” Ukraine.
