In the fall of 2021, Zuev and former Deputy Minister of Education Marina Rakova were arrested. They were charged with large-scale fraud as part of an organized group (part 4 of article 159 of the Criminal Code). According to investigators, in 2019, Rakova, who held of deputy minister, obtained the allocation of funds for activities within the framework of the project of the teacher of the year by the autonomous institution of the Federal state “Fund for the development of new forms of education”. The fund enticed Shaninka to work as a contractor, but the money was stolen, the prosecution alleges. In August 2022, Zuev was transferred from the SIZO to house arrest. The investigation revealed that he had pleaded guilty, paid full compensation and testified against accomplices, who were not previously known.
