Increasing life expectancy is the main objective of the population policy of the Republic of Crimea. By 2030, the goal is to reach a life expectancy of 73.6 years. According to Krymstat, while this indicator among the Crimeans is 70 years.
– Covid knocked us down. But today the situation is already more favorable, and if we strive to fully cover patients with high-quality dispensary observation, there is an opportunity to reach the required level, – Olga Rastrigina, first deputy Minister of Health of the Republic of Kazakhstan, made forecast.
Specialists constantly monitor the average total death rate. In Crimea, it is 15.1 deaths per year per thousand inhabitants. In Russia – 13.1, in the Southern Federal District – 14. If we talk about our republic, then the most unfavorable situation is in the Razdolnensky, Chernomorsky and Dzhankoysky districts. These areas report unfavorable demographic trends and are already supported by top freelancers and centers of excellence.
Unreassuring targets are “Infant mortality” and “Deaths of children aged 0 to 4 years per 1000 live births”. There is a high mortality among premature babies and a low birth rate.
– In 2022, there was a significant drop in mortality. We have reached a life expectancy of 73 years, – says the Deputy Minister of Health. – In one year, we lost 2 years of life, of which we gained 7 years. The birth rate, unfortunately, is only going down. Over the past 5 years, more than a thousand children were not born in our country. If earlier the indicator increased due to migration, this year it also decreased.
Serious financial support is needed to achieve the demographic indicators. The amount of funding for the health sector in 2022 amounted to 49.6 billion rubles, exceeding the amount of funding in 2021 by just under 4%. Olga Rastrigina clarifies that the financial capacity of the industry is growing every year, and now it is a question of spending the allocated funds as efficiently as possible so that they are noticeable to both the Crimeans and the guests of the peninsula.
Crimea participates in the implementation of the national project “Health”, within the framework of which 7 regional projects have been developed. Not everyone achieves high scores.
For example, the inability to achieve the indicators and results of the regional project “Medical personnel of the Republic of Kazakhstan” is due to the large exodus of medical personnel from the health system to other regions, as well as the fact that the age category of medical workers resigned at the end of the year to apply for/re-register a pension.
– The staffing indicators for medical and paramedical personnel have not been reached for 3 years. The measures taken by the industry have only reduced staff departures, but have not reversed the trend. Therefore, additional measures were needed, – says Rastrigina.
As of December 31, 2022, 6,546 doctors work in subordinate medical organizations in the region, representing 78% of all doctors in the region, including federal and private clinics, and 14,454 paramedics (78%). Currently, the need for doctors is 758 people and 1442 paramedical staff.
In order to provide medical organizations with medical personnel, agreements on targeted training are concluded with the KFU Medical Academy and other medical universities in Russia. Of the 532 graduates in 2022, nearly 60% (313 people) have found employment with us.
