Two days ago, the State Duma adopted a law on electronic subpoenas and a register of persons liable for military service. On April 12, the document was approved by the Federation Council. The innovation has caused a lot of controversy in society, as it is clear that its application will not be limited to digitizing the registration of military registration and enlistment offices, but will affect the lives of millions of Russian families. . It is logical that in such a situation the assessments of the law differ significantly. However, apparently the State Duma has decided that its laws are not a topic for discussion. Defense Committee head Andrey Kartapolov called those who viewed the document negatively “propindos riffraff”.
There is not yet a precise definition of the new term. Perhaps, in the future, MP Kartapolov will present a philological or sociological work that reveals the essence of his definition. But “pindos” (from the Greek “pendos”) is a word of ethnofolism present in the colloquial version of the Russian language and used in several senses. Principal is a pejorative name for US citizens. However, the general and future scientist gave clarification on the appearance of the opponents of the document. On the show, he said:

A number of animal species make similar sounds, but primarily the canine family – wolves and dogs. Thus, we can assume that the deputy meant that the opponents of the law for which he is campaigning are “insignificant dogs”. Or dogs.
The general clarified, “I was glad to see all those riff-raff propindos got pissed off.” “To get excited” means “to make noise, to enter into a violent state”. That is, opponents of the law are, judging by his words, “insignificant barking and howling dogs.”
“Propindos riffraff” listens to the speech of a deputy of the State Duma.
At the same time, Kartapolov promised that “our mobilization deployment system will be the most advanced in the world.” It’s not entirely clear why? After all, dogs are much easier to train than spending money creating “advanced systems”.
However, the question still remains open: Shouldn’t voters also give a new philological definition to who is the deputy of the State Duma, who speaks so dismissively of his constituents?
