RTE in Rajasthan is also on the path of ‘non-cooperation’ like RTH!

What was feared has started appearing in front. The day doctors mobilized against Right to Health ‘RTH’ in Rajasthan, from the same day there was apprehension that private schools might follow the same path towards Right to Education ‘RTE’. Even though the private schools have not chosen the path of agitation on the road, but they have silently conveyed their intention to the government that till the problems they are facing regarding RTE are resolved, they are in a mood of cooperation. I am not And the result is that the backlog of RTE for pre-primary classes for the session 2022-23 hangs in the balance, while the lottery for the new session 2023-24 on April 20 has to be postponed. Although, the government is also claiming that it will implement the admissions of the last session filled a month before the RTE, but once the private schools have hit the beat.

The most important issue in the RTH movement was also the reimbursement of treatment amount and now the same issue is at the top in RTE. There has been a tussle between the government and private schools for a long time regarding the reimbursement of fees of the students who get free admission under Right to Education. First, the private schools consider the recharge amount to be less, second, the excessive delay in payment affects the economy of the schools. This situation has been prevailing for the last years. And this time the government ordered the process of admission of RTE in pre-primary classes from the last session 2022-23 at the end of the session. The process also took place and the lottery for admission also came out, but with this the government’s decision that the government will not reimburse the fees of the admissions for the session 2022-23 for three years, it became a problem for the private schools and they approached the court. Lee is

In fact, private schools say that at the end of the session, the government ordered to fulfill the quota of 25 percent free admission under RTE in all three classes of pre-primary ie nursery, LKG and HKG. First of all, 25 percent seats in the schools were not vacant, because the schools had filled paid seats at the beginning of the session, in such a way this 25 percent free admission became additional, now the schools are forced to increase the capacity and resources to sit in the classes. Went. Secondly, the hassle of doing all the work in this backlog in the backdate is on their heads. In the session 2022-23, the RTE admissions in the first class of primary were done at the beginning of the session and their physical verification was also done, till now all the paperwork has been completed as per the rules and has gone to the government, in such a pre- When, how and by what rules the physical verification of these three classes of primary will be done and later how their fees will be reimbursed, is the government going to give relaxation in separate audit for this, because the financial year has passed.

Overall, under the session 2022-23, the backlogged free admission in pre-primary classes seems to be in trouble and due to this the free admission for the new session 2023-24 has also been affected. Private schools are demanding fee reimbursement every year, the managers of some private schools even said that there are elections this year and if a clear decision on reimbursement is not made in time, they are worried about the future. Anand Joshi, associated with the management of a private school, says that the private schools are still recovering from the problems caused by the fees of the Corona period and now the decision imposed by the government on them is a matter of concern. According to an estimate, 1.25 lakh children have got free admission in pre-primary classes in the session 2022-23. The fee for three sessions of a child is 30 to 40 thousand rupees, then after three years this amount will sit between 375 crores to 500 crores. When the government is not able to pay for one year now, then how will it be able to pay for three years at once.

Since, the temples of education cannot suddenly decide to hit the road, or it can be assumed that the number of them will hit the road because children and parents will not be with them, so they have adopted a peaceful way in their own way. , But in all this tussle, the wait of parents who have filled applications for free admission for session 2022-23 and session 2023-24 has increased. One session is in the middle and new session classes have started in private schools, along with pre-primary classes, RTE admission in the first class of the new session is also stuck. The question is also whether private schools will wait for the decision keeping 25 per cent seats vacant. In such a situation, it is obvious that this wait cannot be prolonged. Parents will be forced to admit children somewhere. The hope of the parents now rests on the court and the state government. A quick relief decision is awaited for both the sessions, parents as well as private schools.
