A report was filed against an MP from Samara who listened to Putin with noodles in his ears because of an extremist audio recording on a social network

Deputy of the Samara Provincial Duma from the Communist Party of the Russian Federation Mikhail Abdalkin, who in February 2023 listened to Russian President Vladimir Putin’s message to the Federal Assembly with noodles over his ears, was summoned to court in a case of an administrative offense due to the posting of an audio recording recognized as extremist on the social network VKontakte. How should according to information on the website of the Novokuybyshevsky city court of the Samara region, the protocol against Adbalkin was drawn up under Art. 20.29 of the Code of Administrative Offenses of the Russian Federation (“Production and distribution of extremist material”). This article provides for a fine of one to three thousand rubles or administrative arrest for up to 15 days.

“They brought to court the banned song of the musical rock band Electropartizans, which they found on my Vkontakte page, leaving everything and listening to 6,000 of my audio recordings,” the MP wrote.

He didn’t specify which song he was talking about. According to the Federal Register of Extremist Materials of the Ministry of Justice, in the list appear four compositions of this musical group.

On February 21, Mikhail Abdalkin posted a photo and video on his Telegram channel in which he listens to Putin’s message to the Federal Assembly with noodles over his ears. Alexander Khinshtein, chairman of the State Duma Committee on Information Policy, drew attention to the video and called on the leadership of the Communist Party of the Russian Federation to “restrain” the party member.

On February 28, the Samara Provincial Duma Rules Committee recommended that Abdalkin be publicly reprimanded and suggested that the Communist Party of the Russian Federation expel him from the party.

After that, the police wrote an administrative protocol against the deputy for discrediting the Russian armed forces. On March 16, the court fined him 150,000 rubles.

As the deputy himself explained in court, he was upset that Putin did not say in his message the domestic policy measures and “who and why withdrew 261 billion dollars from Russia”, he therefore recorded a video with noodles on the ears.

Abdalkin also said he did not view his actions as discrediting the military, as he helped collect humanitarian aid for the Russian military and supported welfare bills for them.

In mid-April, Kommersant, citing a source close to the situation, reported that the Samara regional committee of the Communist Party had decided not to sanction the deputy. They responded “very categorically” to this proposal, stressing that “they make decisions by themselves, and that representatives of other parties have no right to interfere in their activities,” said the source. .


The head of the United Russia faction in the regional parliament, Alexander Zhivaikin, confirmed to Kommersant that the letter received by the State Duma speaks of the inadmissibility of interference by the authorities in the affairs of the Communist Party. At the same time, the Duma “has not officially received any information that Abdalkin escaped punishment along the party line”, and there is no reason to revisit this issue.
