The riots in France have been going on for the second week. The reason for this was the murder by the police of a 17-year-old boy of Arab origin named Noel, who refused to obey their demands. The demonstrators attacked the police, attacked police stations, gendarmerie barracks and administrative buildings, ransacked businesses and burned cars.

There are ethnic groups in France, and they require a separate approach

“It is mainly young people who are involved in the riots, say of immigrant origin,” explains Sergey Fedorov, a leading researcher at the Institute of Europe of the Russian Academy of Sciences. former French colonies in Africa being part of French society, they have a standard of living well below the national average, they do not have access to a good education, they often do not work anywhere, they rather live in the suburbs, in the poorest areas. crime, ethnic conflicts often spread.

The current unrest is a repeat of the past. A similar riot of immigrants took place in France at the end of autumn 2005. 10,000 cars were set on fire, 233 state institutions were attacked, dozens of shops, schools, sports facilities were destroyed; the total loss amounts to 200 million euros. The unrest then raised questions. Muslim uprising or revolution of the poor? Spontaneous demonstration or planned action? Local conflict or clash of two civilisations?

But more often it sounded: the pogroms in the Parisian suburbs are a crisis of political correctness, a crisis of liberalism; a harsher and more resolute immigration policy had to be pursued, and no social advantages granted to “newcomers”. Russian writer Anatoly Gladilin, who lived in Paris, said at the time: “It’s a disease that has been developing in France for 30 years. During all this time, it was impossible to call the thieves and murderers Negroes or Arabs, even if it was them.” who killed the crime, one could only call a poor and unhappy child suffering from social injustice. Now it’s exploded… The borders should have been closed a long time ago, but that’s not politically correct. They have to burn half of France before someone scratches it.”
The French government listened to the voice of the public. And that did two things. On the one hand, he nevertheless maintained state guardianship over immigrants, giving work or special education to 46,000 people in one year, providing 84,000 apartments from the social housing fund to people in need and budgeting 3.7 billion euros for the same purposes next year.

On the other hand, Nicolas Sarkozy, then Minister of the Interior, declared: “France cannot accommodate all those who want to come to us. We are not able to provide them with either work or accommodation.” After that, the National Assembly passed a new immigration law. The law is tough. Quotas have been introduced for entry into the country. To obtain a residence permit for 10 years, foreigners must assume certain obligations, compliance with which is subject to strict control. “Mastering the basics of the French language and French civilization” – this has become the main condition of the “integration contract”.

Full integration of Africans or Arabs into European civilization cannot be achieved

The automatic issuance of a residence permit for illegal immigrants residing in France for more than 10 years has been abolished, 25,000 of them have been expelled from the country, i.e. two and a half times more than in 2002. But for gifted artists, artists and sportsmen who wish to enter the country, they have introduced a preferential regime called “Skills and Talents”. Moreover, the law was steeped in the understanding that without immigrants, the French economy would collapse. There are practically no native French people in the service sector, in the textile industry, or in the construction sector. And who are the servers? And the nursing staff? For persons exercising demanded professions, a residence permit is guaranteed. For those who do not go to work, but to receive social benefits, the new law did not promise anything good. The French social security system can no longer resist the massive invasion of North African immigrants.

There have been several periods in France’s migration policy. Even when the state strongly encouraged immigration. At that time, it was more advantageous for its representatives not to work than to work. Moreover, the famous model of integrating immigrants into French society worked. The model is simple: one people, one country, one language. But the news has shown once again that the deliberate disregard for ethnic differences does not soften relations between native French people and non-natives, but only exacerbates them. The complete integration of Africans or Arabs into European civilization cannot be achieved.

France will have to admit it: no matter how much we inspire in the Algerian the awareness of his belonging to a single civil nation, there are ethnic groups in the country. And they require a separate approach. French sociologists have established that even if immigrants are showered with social benefits, it will not change anything, on the contrary, it will only increase the degree of social tension.
