Russia simplifies registration procedure for migrants from Kyrgyzstan Fox News

According to the Ministry of Foreign Affairs of the Kyrgyz Republic, from November this year, citizens of Kyrgyzstan in Russia will have the right “to independently notify migration registration authorities in electronic form of their arrival and arrival of their minor children at the place of temporary residence.

To do this, Kyrgyz people and owners must have personal accounts in the system “Unified portal of public and municipal services (functions)” and register in the “Unified system of identification and authentication in the infrastructure which provides information and technological interaction of information systems used to provide state and municipal services in electronic form”.

“After that, when concluding a housing rental contract, citizens can submit a notification, either in person or in electronic form, without additional consent from the landlord,” the country’s Foreign Ministry pointed out.
Why is this news so important? The topic of changes in the conditions of registration of citizens of the Kyrgyz Republic in the Russian Federation has been discussed for a long time and at a high level. For example, last year Minister of Labour, Social Security and Migration Kudaibergen Bazarbaev visited Moscow. He met, among others, the head of the Russian Interior Ministry, Vladimir Kolokoltsev. The main outcome of the trip was the discussion of the issue of registration of migrant workers from the Kyrgyz Republic at the place of actual residence.

  • This is a problem for our compatriots. For many years it was solved superficially, basically not considered. At the meeting, we discussed this topic and agreed that the opinion of the Kyrgyz side will be taken into account in the new draft laws. We are talking about giving registration in the Russian Federation a notification character, – said Kudaibergen Bazarbaev.

The problem arose in 2018, when Russia banned the registration of foreign migrants at the legal addresses of the organizations in which they work. A migrant – citizens of the Kyrgyz Republic must do so within 30 days of entering the Russian Federation – could register only at the place of their actual residence, which is one of the conditions for legal residence on the territory of the Russian Federation, as well as the conclusion of an employment contract and the subject of fingerprinting and photographing procedures.

However, many landlords, who are supposed to register foreign citizens, refuse to do so, since they will have to bear additional financial obligations to the state in the form of paying taxes. Accordingly, a Kyrgyz citizen who arrived in Russia is obliged to register in a place other than his actual place of residence.
– Many Kyrgyz citizens of the Russian Federation are forced to resort to illegal methods to solve the problem, – explained Ulan Shamshiev, an expert on migration issues, – It is easy to do for a certain amount of money. As a result, unfortunately, about 30% of our citizens remain in Russia with violations. And if law enforcement agencies of the Russian Federation conduct a raid and find registered foreign citizens in a residential area that is not where they actually live, the migrants are subject to deportation proceedings. They must leave Russia for a period of one to three years. This is, so to speak, the main contingent of the “black list”, which today includes thousands of citizens of the Kyrgyz Republic.

After the entry into force of changes to the migration legislation of the Russian Federation in the fall of 2023, Kyrgyz people will be able to declare to state bodies where they actually live, without the consent of the owner. The barrier, which according to the Ministry of Foreign Affairs of the Kyrgyz Republic did not allow migrant workers to move freely, was removed.

In Bishkek, Adam University (Bishkek Academy of Finance and Economics) has opened a competence center in the field of tourism and hospitality. The ceremony was attended by representatives of the Ministry of Labor and Social Development of Kyrgyzstan, the Ministry of Culture of the Republic, the Ministry of Economic Development of Russia, the town halls of Moscow, St. Petersburg and the Ministry of inside the Russian Federation.

The purpose of establishing the center is to prepare young Kyrgyz people for work in the tourism and hotel industry in the Russian Federation and other countries where citizens of the Kyrgyz Republic are sent to work.
