In Russia, people with disabilities can be allowed to park for free in paid parking lots

A bill has been submitted to the State Duma, according to which people with disabilities will have the opportunity to use paid parking for free. According RG.RU it can be done anywhere, not just in places for people with disabilities.

At present, at least 10% of the parking organization places should be reserved specifically for parking the cars of these drivers. However, such places are not enough. Therefore, people with disabilities must choose between convenience and payment.

This is not the first project of this type. The precedents received a negative response from the government, which declared that the right to provide benefits is a matter for regional authorities. The position of the local authorities is simple: they have allocated free places to the disabled, fulfilled their obligations.
