Does the bill on electronic organizers contradict the Constitution? Lawyer’s comment

The amendments adopted by the State Duma on the register of electronic summonses and “provisional measures” for fraudsters do not contradict the Constitution, although they allow restricting Russians in a number of rights. Lawyer Maxim Grebenyuk, a partner in the military mediator project, told The Eastern Herald about it.

“Nowhere do I see a direct inconsistency with the Constitution, because they are modifying the law on the free movement of citizens.

“It was the same story with the fines, that the bailiffs, when a debt is posted, a person is also banned from traveling abroad. They reached the Constitutional Court (with demands regarding) freedom of movement and got nothing. They have made changes to the law on the freedom of movement of citizens with this package, which may limit the right,” Grebenyuk is sure.

Many will be automated, so it will be quite problematic for the military commissioner (abuse), maybe he won’t even have much control over this system, who will keep records and issue subpoenas, send them out immediately electronically.
