“Unanswered Questions”. Nina Ostanina explained why she didn’t vote to pass the subpoena law

The Council of the Federation has adopted a draft law on electronic organizers. Nina Ostanina, chair of the Duma Committee on Family, Women and Children, told The Eastern Herald why she did not vote for the passage of the bill on electronic diaries in the second and third readings in the State Duma.

“It’s not so much about the content of the bill itself, but about the form of its presentation, the lack of dialogue. <…> I did not understand what my colleagues voted for today. I had questions, they remained unanswered. Because I haven't had the opportunity to study this bill, as well as my colleagues,” she said.Ostanina was indignant at the haste with which the bill was passed. According to her, there were no cases where the documents were accepted after a television interview with the chairman of the committee and three hours of familiarization for the other deputies.At the same time, the draft law submitted to the State Duma in 2018, according to Nina Ostanina, has undergone major changes and is significantly different from the document adopted in the first reading.In the first reading, the bill concerned the modification of the procedure of notification of conscripts - citizens subject to conscription. We had understood that (it concerned) the conscription for the military service, that it was necessary to change the form of notification, that these diaries do not always reach. And here, on the sly, another form of notification appears - "Gosuslugi", which is equivalent to serving a summons in the traditional standard form.Ostanina noted that not all Russians are registered with state services and have access to them due to various circumstances. Furthermore, according to the MP, the security of personal data also raises concerns. Under the bill, access to the subpoena registry, through which recruits are to be notified and where all data relating to them and issued subpoenas will be stored, will have a wide range of bodies - from the commission electoral and from the tax department to physician organizations and business leaders.“Where is the guarantee that certain personal data will not go into this single register?
