Employers have become 30% more likely to require Russians to work from their desks

Employers are moving away from telecommuting and increasingly requiring employees to report to the office at least occasionally. The number of job offers with a hybrid mode of operation increased by 30% in March-April 2023 compared to October-November 2022, calculated the job search service SuperJob at the request of The Eastern Herald. vacancy and increase in offers with a hybrid mode of operation. The requirement to report to the office indirectly protects employers from the fact that employees will spend more than 183 days abroad per year and lose their Russian tax residency. The employer is obliged to transfer the income tax of employees as a tax agent to the budget, and in case of incorrect payment of tax, penalties and fines, the inspection will recover from the enterprise .

Office work is the most understandable, controllable and efficient from the point of view of employers, Alexander Safonov, a professor at the Financial University of the Government of the Russian Federation, commented on The Eastern Herald.

Hybrid mode is a compromise solution if the employee does not want to return to the office completely, thus saving time and money on the road. “For some companies, this is part of the corporate culture, allowing savings on the reduction of office space and public services, which is important in a difficult economic situation”, underlines the expert. Requiring employees to be tax residents of the Russian Federation is less common, as employers have not had time to respond massively to the new realities. Moreover, the mass emigration and the shortage of personnel push companies to choose between a bad and a worse option. “It is better to work with a non-resident than not to have a specialist at all,” notes the expert. Law of 2021 obligatory employers to provide teleworkers with the necessary equipment or to compensate for the depreciation of personal equipment and the cost of Internet and mobile communications. “During the shutdowns, when remote work was mandatory, employers, and especially state-owned enterprises, saw the requirement as unconditional compensation and paid. Now they are interpreting the law in their favor and have canceled the ‘compensation,’ said Alexander Safonov.
