The penalties provided for in the bill included:

a fine of at least ten thousand pounds; The possession, movement or breeding of any of the dogs without a permit, or the violation of prescribed controls for bringing dogs into public places, or the failure of unions to respect the occupants of buildings, residential communities and hotel establishments of the controls prescribed to them concerning the entry or escort of dangerous animals or dogs without a permit. Imprisonment for at least three months and a fine of at least £30,000 or one of these two penalties; Possession, trade, or breeding of dogs without a license, or violation of prescribed regulations for bringing dogs into public places, or failure to notify the General Authority for Veterinary Services that the dangerous animal or dog has been infected with a disease infectious or epidemic, and any of the preceding violations resulted in the exposure of life or property risk. Imprisonment for at least six months and a fine of at least 50,000 pounds or one of these two penalties; In case of assault on another person using a dangerous animal or dog, imprisonment for at least one year, and a fine of at least 100,000 pounds, or one of these two penalties, if this assault has been premeditated or premeditated. Imprisonment for at least nine months and a fine of not less than 75,000 pounds, or one of these two penalties, if the assault results in illness or temporary incapacity lasting more than 20 days, and a imprisonment for a term of at least one year, and a fine of not less than a thousand pounds, or one of these penalties, if the offense has been premeditated or premeditated. Imprisonment for a period of at least three years and not more than seven years, and a fine of at least £200,000 if the assault resulted in permanent incapacitation, and hard labor for a period of at least five years , and a fine of at least 500,000 pounds if the assault has already been pronounced persistence or surveillance. Provisional imprisonment for a period of at least ten years for anyone who assaults another person using a dangerous animal or a dog and did not intend to kill him, but resulted in death, and life imprisonment or temporary forced labor for a period of at least more than 15 years and not more than 20 years if the aggression has already been pronounced persistence or surveillance.

Members’ objection

The bill included a table defining the types of dogs prohibited from acquisition, which he qualified as dangerous, but several deputies had expressed reservations about it.

They demanded that the chart be changed, given that they see that the species identified in the chart are not dangerous and are normal dogs, Representative Maha Abdel Nasser told Sky News Arabia.

Maha Abdel Nasser added that the deputies were surprised at the status of the “German Shepherd” and “Husky” types among prohibited dogs, since most of those who own dogs in Egypt have these two types.

And she added that MPs were calling for this timetable to be amended, for the ban on these two types to be lifted, and to focus only on ‘pit bulls’ and ‘road elephants’, as these two types have committed numerous attacks. in the last period.

She explained that MPs also stressed that the issue should not be a complete ban on these types of dogs, but that there should be strict procedures to authorize them and control their movements and prevent their spread in public places. , because there are many people who have these dogs and their conditions must be legalized.

And Maha Abdel Nasser pointed out that the real crisis is not in the ferocity of dogs, because the dog is not ferocious by nature, according to specialists, but its ferocity comes from the behavior to which those who own it are accustomed, and therefore the checks must relate to human behavior in their dealings with dogs.

Abdel Nasser said that it was decided to modify this calendar and not to disseminate it now until the amendment and the final settlement of the calendar in which the law will be promulgated.

It should be noted that three weeks ago, Egypt experienced a wave of anger, after the death of the young man, Muhammad Moheb, after being the victim of a fierce attack by a “Pitbull” dog belonging to his neighbors.

A controversy arose about the sentence for the accused, which does not exceed 3 years in prison, because it is not proportional to the death of a human being.
