The commission’s statement, released on Tuesday, does not directly address the controversial points, limiting itself to speaking of “consensus”. However, the commission has not yet clearly decided on the question of the candidacy of the military, dual nationals or opponents. whose final court decisions have been handed down, according to MP Saleh Afhimah.

“The commission was able to make good progress in the Bouznika talks, but it needs to be built on to achieve full consensus, culminating in comprehensive electoral laws presented to parliament for a vote,” noting that the commission ” still needs more time to succeed in its mission.”

And to add: “It is not only a question of the conditions of candidacy. There are objections from some political parties regarding the issue of the simultaneity of legislative and presidential elections, as well as the issue of the division of parliament into two chambers (the House of Representatives and the Senate), which is the demand of the Council of State, and the dispute here concerns the number of seats in the two chambers. »

“Exclusion brings the country back to square one”

For his part, a member of the House of Representatives, Abdel Moneim Al-Arfi, warned that “there are concerns that the electoral laws will be formulated in a way that will lead to the exclusion of any person from the race for the presidency, which will bring the country back to square one.”

He continued: “Certain currents and formations in Libya try to exclude and sideline specific personalities, which can threaten the whole electoral process, and not agreeing on the participation of all will prevent the parties Libyans to communicate the results of the elections”.

And the parliamentarian considered that “candidate opportunities must be offered to all those who want to compete, with promises and guarantees to accept the results of the electoral process”.

He added: “It is possible that the initiative of the Special Representative of the Secretary-General of the United Nations, Abdallah Bathili, could play a role in helping to facilitate the file, by forming a high-level committee composed of specialists in the constitution and of law, to adjust the formula of electoral laws to what everyone agrees on. »

Committee Statement

In its statement, the “6 + 6” committee spoke of achieving a “breakthrough” regarding the election of the head of state, and how to involve political parties in the elections to the House of Representatives, through lists parties or individual candidates, without detailing the points of agreement.

And she called for “the formation of a unified government that paves the way for electoral events across the country”, saying: “We would like to draw public attention to the fact that before the entry into force of the electoral laws, and so that the hopes of Libyans are not confiscated, the current Libyan reality obliges us all to prioritize the interest of the citizen over everything else.

And she continued, “And that is by building mutual trust and common political will, forming a unified government that paves the way for election events in all countries, and deals with them in a responsible and transparent manner.”
