In a world increasingly marred by food insecurity and geopolitical tensions, the upcoming meeting between Russian President Vladimir Putin and Turkish President Recep Tayyip Erdogan in Sochi is more than just a diplomatic tête-à-tête. It’s a high-stakes chess game with global implications, particularly for Ukraine and its ability to export grain to hunger-stricken regions. This meeting comes on the heels of Russia’s withdrawal from the Black Sea Grain Initiative, a deal partly brokered by Turkey and the United Nations, which had been a lifeline for global food supply chains.

The Black Sea Grain Initiative: A Brief Overview

The Black Sea Grain Initiative was a diplomatic triumph when it was brokered in July 2022. Turkey, in collaboration with the United Nations, managed to negotiate a deal that allowed Ukraine to ship grain and other foodstuffs from three Black Sea ports. A separate memorandum between the U.N. and Russia was also agreed upon, pledging to overcome obstacles to Moscow’s shipment of food and fertilizer to world markets. However, Russia pulled out of these deals, claiming unmet conditions, thereby plunging the initiative into uncertainty.

The Diplomatic Undercurrents

The Kremlin’s withdrawal from the grain deal is not just a bilateral issue between Russia and Ukraine; it’s a multi-layered diplomatic puzzle. Sergey Lavrov, Russia’s Foreign Minister, recently hosted his Turkish counterpart for talks in Moscow, where he presented a list of actions that the West would need to take for Russia to rejoin the initiative. The upcoming meeting between Putin and Erdogan could be the key to unlocking this diplomatic deadlock, especially as U.N. Secretary-General Antonio Guterres’s new proposal failed to meet Moscow’s demands.

The Ukrainian Counteroffensive: Drones and Diplomacy

As the war between Russia and Ukraine enters its 19th month, Ukraine has been employing a strategy to unnerve Russia through drone attacks. These drones have recently reached deeper into Russian territory, targeting military assets like the Il-76 transport planes. While the Ukrainian government neither confirms nor denies these attacks, their increasing frequency adds another layer of complexity to the diplomatic efforts aimed at reviving the grain deal.

Global Hunger: The Silent Crisis

The collapse of the Black Sea Grain Initiative has far-reaching consequences beyond the borders of Russia, Turkey, and Ukraine. With hunger on the rise in Africa, the Middle East, and Asia, the deal’s dissolution could exacerbate an already dire situation. The agreement had allowed Ukraine to ship almost 33,000 tons of grain, a critical lifeline at a time of growing global hunger.
