Cavusoglu appreciated the UN’s offer to Turkish banks to help Russia sell agricultural products

October 3, 2025

Mevlut Cavusoglu, Turkish Foreign Minister, commented on UN Secretary General António Guterres’ proposal for the mediation of Turkish banks to solve the problem of Russian agricultural products entering world markets. He noted that for this, Turkish banks should receive appropriate guarantees.

According to Cavusoglu, Russia cannot sell its products to Western countries due to export restrictions. Despite the fact that grains and fertilizers are not on the sanctions list, ships do not have access to ports and insurance companies create obstacles. In addition, Russian banks have been disconnected from SWIFT. Russia also demands that the UN connect Rosselkhozbank to SWIFT. Therefore, the UN Secretary General offered Turkish banks to mediate in this process.

Cavusoglu stressed that Turkish banks should receive guarantees that there will be no sanctions or obstacles in the mediation process. He also noted that the Banking Union and the UN are currently working on this issue. The Turkish foreign minister also said he had discussed this issue with colleagues from the United States and Britain.
