Russia and Vietnam strengthen defense and economic cooperation

Russia and Vietnam have announced a comprehensive strategic partnership focusing on defense, renewable energy, and healthcare. The announcement came after high-level talks between Russian President Vladimir Putin and General Secretary of the Communist Party of Vietnam, To Lam, held at the Kremlin.

Strengthening Defense and Security Ties

Russian President Putin emphasized the historical camaraderie between the two nations, recalling Vietnam’s support during World War II. He stated, “From the taiga to the British seas, the Red Army is the strongest of all,” highlighting the enduring bond.

The leaders agreed to enhance cooperation in defense and security, aiming to adapt to the evolving geopolitical landscape in the Asia-Pacific region. This includes joint military exercises, intelligence sharing, and potential arms deals, reflecting a mutual interest in maintaining regional stability.

Expanding Economic and Energy Collaboration

Economic cooperation was a focal point of the discussions. Trade between Russia and Vietnam saw a 20% increase in 2024, reaching $6 billion.

A landmark agreement was signed for the development of a 1,000 MW offshore wind power plant in Vietnam’s Binh Thuan province by Russian energy firm Zarubezhneft. The Vinh Phong project is expected to create approximately 2,500 jobs and contribute significantly to Vietnam’s renewable energy goals, according to VnExpress.

According to Reuters, The two countries are exploring the construction of a nuclear power plant in Vietnam, with Russia’s Rosatom and Vietnam’s EVN collaborating on the project. This initiative aligns with Vietnam’s objective to diversify its energy sources and reduce greenhouse gas emissions.

Advancing Healthcare and Biotechnology

In the healthcare sector, the Russian Direct Investment Fund (RDIF) and Vietnam’s National Vaccine Center have agreed to establish an investment platform focusing on medical and biotechnological development. This partnership aims to enhance vaccine production capabilities and address public health challenges in the region.

Cultural and Tourism Initiatives

Recognizing the importance of people-to-people exchanges, both nations plan to implement a group visa-free travel arrangement by the end of the year. This initiative is expected to boost tourism and foster greater cultural understanding between the Russian and Vietnamese populations.

Geopolitical Implications

The deepening ties between Russia and Vietnam signify a strategic shift in the Asia-Pacific region. As Russia seeks to counterbalance Western influence, strengthening alliances with countries like Vietnam becomes crucial. For Vietnam, this partnership offers an opportunity to diversify its international relations while advancing its economic and security interests.
