The Russian Orthodox Church has suggested instituting penal sanctions to persuade females to terminate pregnancies.

The Patriarchal Commission for Family Affairs, Maternity and Child Protection of the Russian Orthodox Church has proposed introducing criminal penalties for inducing or forcing a woman to have an abortion in clinics. About this at the VI Hippocratic Medical Forum declared Fyodor Lukyanov, Chairman of the Patriarchal Commission for Family Affairs.
He considers it necessary to amend Article 123 of the Criminal Code of the Russian Federation (“Illegal conduct of artificial termination of pregnancy”), as well as to strengthen liability for illegal abortions by increasing the maximum amount of fines under Part 1 of Art. 123 of the Criminal Code of the Russian Federation (“Artificial termination of pregnancy by a person who does not have a higher medical education in the relevant profile”) from current 80,000 rubles to 150,000 rubles, and the duration of corrective labor – two to five years.
Ierey noted that now in Russian legislation there is no concept of criminal or illegal abortion. In this regard, according to Lukyanov, law enforcement officers are not interested in “this kind of criminal activity.”

“The legal concept of “criminal abortion” should be developed with the participation of representatives of state bodies, with the participation of experts from religious organizations, with reference to the scientific works of modern researchers in the field of biology, medicine and philology,” he is sure.

The representative of the Russian Orthodox Church explained that by criminal abortions he meant the performance of abortions by people without specialized medical training, outside medical institutions, as well as in cases of non-compliance with the conditions of the abortion for medical or social reasons. .
At the end of January, Fedor Lukyanov, speaking at a round table in the State Duma, declared that the Russian Orthodox Church believes that abortions should only be performed with the consent of the husband and after compulsory consultation with a psychologist, and this should be legislated.
“It is necessary that it (the artificial termination of pregnancy) be carried out after compulsory psychological counseling before the abortion, and this should be enshrined in law, as well as ultrasound, demonstration of the heartbeat of a fetus human,” he said.
At the same time, according to the priest, the indications for abortion should be strengthened, in particular, the threshold for termination of pregnancy should be reduced to eight weeks from 12, and the threat to the health of the child should be excluded from the list of medical indications for abortion, retaining only the threat to the health of the mother.

“Most abortions today are done as a safety net, and perinatal screening does not always work well. This is unacceptable from the point of view of morality and morality, it is eugenics: according to alleged pathologies of the fetus, mothers are offered to have an abortion, although very often it turns out that this is absolutely not the case,” the head of the patriarchal commission said.

In addition, Lukyanov called for limiting the use of drugs for medical abortion, which he says subsequently have a negative impact on women’s fertility.
