The Audit Bench found land with a negative surface

The Accounts Chamber of the Russian Federation found that in the Federal Property Register (RFI) there were six land plots with a negative area, with a total volume of minus 619,000 square meters. This information was published in the report of the auditors, which was drawn up on the basis of verification of the completeness and reliability of the data in the state information systems.

The Audit Bench explains this anomaly by the poor quality of the RFI data relating to the characteristics of the land. In particular, out of 565,200 federal land parcels recorded in the Unified State Register of Real Estate (EGRN), only 244.7 parcels were included in the RFI. Of these, in relation to 10.3 thousand plots with a total area of ​​8.6 million hectares, there is no reliable information on the registration of property rights in the Russian Federation, 1.2 thousand plots with a total area of ​​416.9 thousand hectares do not have information on cadastral numbers, and 146 plots with a total area of ​​21,800 hectares are indicated without an address.

It should be noted that the cadastral value of 10,291,000 federal land plots with a total area of ​​73,267 million hectares is not indicated or is indicated for an amount less than 10,000 rubles. In addition, for five parcels of land, the area is not indicated.

The agency believes that this situation is due to the disunity of state information systems, as well as the lack of uniform principles for the formation of information on the territory.
