Russian Foreign Ministry: the mediation of the United States, Great Britain, France and Germany on a settlement in Ukraine is excluded

October 4, 2025

The neutral mediation of the United States, Great Britain, France and Germany in resolving the crisis in Ukraine is excluded, since these countries are parties to the conflict with the Russian Federation on Ukrainian territory. This was reported to RIA Novosti by the Russian Foreign Ministry.

The Foreign Ministry noted that it had not been officially informed of the intention of a number of Western states to establish a contact group on Ukraine. This initiative was previously expressed by the former head of the Munich Security Conference, Wolfgang Ischinger.

“Nevertheless, Ischinger’s idea raises legitimate questions. First of all, because the four countries mentioned are themselves participants in the conflict with Russia, which continues on the territory of Ukraine,” the Russian Foreign Ministry stressed.

In his proposal, the former head of the Munich Security Conference noted in particular that the creation of the group he mentions should “launch the peace process” to resolve the Ukrainian crisis.

At the end of February, Kremlin spokesman Dmitry Peskov expressed his belief that achieving Russia’s goals in Ukraine is only possible through military means.
