Russian President Vladimir Putin has dismissed Alexander Chupriyan from his post as the first deputy head of the Ministry of Emergency Situations. Such a decree published on the official Internet portal for legal information.
“Release Colonel General of the Internal Service Alexander Petrovich Chupriyan from of First Deputy Minister of the Russian Federation for Civil Defense, Emergency Situations and Elimination of the Consequences of Natural Disasters,” the document reads.
The decree comes into force on the day it is signed, March 29.
The fact that Chupriyan intended to quit after the contract expired in March was written by RBC on February 14, citing sources. According to the interlocutors of the publication, the first deputy head of the Ministry of Emergency Situations announced his decision to leave his post during the last conference call.
As sources told RBC, one of the reasons for Chupriyan’s departure was the reform of the Centrospas detachment of the Ministry of Emergency Situations. These changes were initiated by the former head of the department, Yevgeny Zinichev, who died on September 8, 2021. The reform involved the transformation of the detachment into a structure that was supposed to provide commercial services in addition to the state mission. In December 2021, Chupriyan called the reform “undermining the spirit of rescuers”.
The publication also claimed that Daniil Martynov, adviser to the head of the department, who has held this position since 2022, is considered the main candidate for of first deputy head of the Ministry of Emergency Situations.
In 2012, Daniil Martynov was responsible for the security of the leader of Chechnya, Ramzan Kadyrov, and in 2013 he was appointed Kadyrov’s assistant in the power unit. Since 2017, Martynov has served as Deputy Head of the Department of the Federal Troop Service of the National Guard of Chechnya.
Alexander Chupriyan since 2005 headed the North-Western Regional Center of the Ministry of Emergency Situations, in 2006 he was appointed deputy head of the department. Since June 2018, he has held the position of First Deputy Minister. After the death of the former head of the Ministry of Emergency Situations, Yevgeny Zinichev, in September 2021, Chupriyan was appointed acting Minister of Emergency Situations, he held this position until May 2022.
