Reshaping Perspectives and Catalyzing Diplomatic Evolution

Vladimir’s military commissar announced the rejection of paper diaries

The spring draft campaign will take place without a paper agenda. This was stated by the military commissar of the region of Vladimir Yuri Gusarov, his words are given on the regional government website.
As Gusarov noted, alerts to young people in urgent service will be sent to the portal of state services or to an educational organization or employer. Conscripts will not be sent to the area of the military operation, the military commissar stressed: “Parents and young people themselves can be sure of this.”
Spring conscription for military service in the Russian Armed Forces began on April 1. The day before its launch, the Gosuslugi portal disabled the ability for users to delete an account themselves. The Department of Digital Transformation has reported that the account can be deleted without hindrance – but only with a personal visit to the MFC. The department explained the deactivation of this function on the site by the fight against fraudsters, and its chief assured that the changes had nothing to do with the mobilization.
On the same day, March 31, Yury Shvytkin, deputy chairman of the Duma committee for defense, announced that summonses would be sent to conscripts through Gosuslugi, which are equivalent to paper summonses delivered in person . Later, however, he admitted that this issue was not discussed at committee meetings, and the chairman of the committee, Andrey Kartapolov, recalled the absence of legislative norms allowing summons to be sent by any other means . The fact that “there is no such law,” wrote Andrey Klishas, chairman of the Federation Council Committee on Constitutional Legislation and State Building, on his Telegram channel.
Lawyer Alexander Peredruk, commenting on Shvytkin’s statement in a conversation with The Eastern Herald, pointed out that in order to equate electronic summonses with those received in person, changes in legislation are necessary. The fact that electronic summonses are not provided for by current legislation was also noted by lawyer Sergei Badamshin.
