The State Duma of the Russian Federation has taken the initiative to regulate the activities of bloggers who sell business training to the public. In particular, it is proposed to approve online trainers and to identify an executive body that will moderate the work of these trainer bloggers.
The proposal was made by the deputy, the first deputy chairman of the State Duma Committee on Education, Yana Lantratova. With her ideas, she has already turned to the Prime Minister of the Russian Federation Mikhail Mishustin. The information is provided by Izvestia, which has read the relevant document.
“According to the deputy, hundreds of thousands of Russians are regularly victims of unscrupulous training organizers, and the extent of their activities in Russia is currently not regulated in any way, so it is impossible to bring them to justice . Today, Rospotrebnadzor does not have special mechanisms to combat such activities,” the media reported.
It is worth noting that there are also no quality criteria – requirements for the blogger profession. The text of the appeal mentions several high-profile criminal cases related to tax evasion by people involved in the sale of courses and distance learning.
“We are talking about spouses Chekalins (did not pay 300 million rubles) and Alexandra Mitroshina (120 million rubles). Also on March 21, 2023, it became known that law enforcement began checking against Elena Blinovskaya, posing as a business coach,” the text of the document quotes the publication.
Recall that the Investigative Committee of the Russian Federation opened a criminal case against blogger Lerchek (Valery Chekalina) due to non-payment of taxes on the sale of fitness marathons. Also, a complaint was opened against her husband Artem Chekalin on the facts of evasion and complicity in tax evasion by an individual.
The survey revealed that from July 2020 to July 2022, as an individual entrepreneur, Chekalina applied the simplified tax system (STS) with a ceiling on permissible income of 150 million rubles per year.
The fitness marathons brought her much more income, while she did not change the tax system, not wanting to pay the VAT and income tax provided by this tax system, involving her spouse and his relatives in the escape.
