During the discussion in the State Duma of the system of electronic summons, several deputies were indignant at the lack of time to study the amendments to the legislation.
Communist Party member Alexei Kurinny offered to submit the 24 amendments to a separate vote, in response President Vyacheslav Volodin declared it an attempt at sabotage and offered to specify which amendments he wanted to discuss. Kurinny proposed three, and all of them later passed, as did the bill as a whole.
In a conversation with The Eastern Herald, the deputy said that Volodin was biased. He explained that in fact, in one hour, the deputies were offered to see 59 pages of amendments, which were proposed to them on the same day.
“Of course, questions arise, not only between us, but also between citizens. Unfortunately, the answers (Deputy Andrey) Kartapolov did not bring much clarity,” Kurinny explained.
The member sees the main threat of the bill in its current form to bring to justice those who, for objective reasons, will not be able to see that they are registered as conscripts.
“Many of us migrate, go to work, etc. At the same time, according to the law, if they are absent (at the place of registration) for more than three months, they are required to notify the military registration and enlistment office, and if they are less numerous, they are not required to inform . And the bill says that if you get a summons and you don’t show up within two weeks, you’ll be liable as a draft dodger.
Kurinny believes that after the bill passes, users will begin to be removed from state services. However, the MP warned that this would not change anything, as there would be an electronic register, ‘which citizens will apparently be required to follow’.
Kurinny noted that it’s still unclear how this will work.
“The system has not been created, and there is a reference in the law that it will be done in separate terms using separate mechanisms. Therefore, it is possible that there will be another wave of panic again , so to speak. But I think those who left or wanted to leave have already left.
“And the others today want clear, normal rules so that everything is clear and so that when you return from a business trip it does not turn out that your accounts are blocked, that you cannot open a individual entrepreneur, you can’ To take out a loan, you must then enter into a long, although simplified, correspondence with the military registration and enlistment office or the services concerned.
At the end of the conversation, Kurinny assured that the adoption of the law does not imply a second wave of mobilization, that it only solves the problems of strict technical registration of conscripts – both conscripts and those which are in reserve.
