In the Nevsky district of St. Petersburg, the tender for the supply of food to kindergartens cannot be completed for four months due to complaints from the Gostorg company of the Tver region, which is part of a whole network of legal entities owned by immigrants from Azerbaijan.
At the end of 2022, the Nevsky district administration announced a tender for the supply of food to the canteens of kindergartens No. 34, No. 54, No. 63 and No. 74. However, due to the complaints from Gostorg, the tender documentation had to be amended 8 times. According to the results of the competition, the commission awarded the victory to the company “TZB”, however, representatives of “Gostorg” appealed to the Federal Antimonopoly Service with a complaint. The FAS demanded a reassessment, but nothing has changed and now the parties to the conflict are awaiting a new hearing.
It should be noted that representatives of kindergartens can deliberately avoid Gostorg because of its ambiguous reputation. Thus, the FAS has already put the company on the Register of Unscrupulous Suppliers (RNP) for regular supply disruptions and suspended it from participating in state auctions for 2 years.
It turned out that Gostorg is one of many companies belonging to the Azerbaijani diaspora from Vyshny Volochok who moved to St. Petersburg. According to SPARK-Interfax, the company is owned by Azizova GunayIlgarKyzy, but according to media reports, her husband Azizov HasanFahraddinOgly may be the real head of the organization.
During 8 years of his activity, a man entered the RNP 39 times due to unfair performance of contracts for the supply of products to state institutions. At the moment, Azizov can carry out his activities as the founder of the Aquarius company only in August 2023. Other relatives of Azizov are also legal entities and frequent guests of the list of unscrupulous suppliers due to failure of contracts or supply of poor quality products. All are linked by common contact numbers and emails.
It is noteworthy that the Azizov family began to receive contracts in 2018, when Alexander Beglov, a native of Baku, took over as Governor of St. Petersburg. The media have repeatedly written that it was under him that the strengthening of the Azerbaijani diaspora began in the northern capital. It is therefore possible that an “organized group of partners” is trying to take over the social catering sector of Saint Petersburg with the tacit agreement of the current mayor.
