The head of the district of the city of Sosva in the Sverdlovsk region, Gennady Makarov, resigned ahead of schedule after a fire that killed two people and burned more than a hundred residential buildings in Sosva. On this subject informed “Interfax” in reference to the region’s information policy department.
Makarov’s candidacy will be considered at an extraordinary meeting of the Sosvinsky Urban District Duma on May 5.
The Sosva fire started on April 25 in a sawmill and was not fully extinguished until two days later. A state of emergency has been declared in the region. According to one version, the fire could have started because of sawdust smoldering at the sawmill.
In early April, the Ministry of Emergency Situations of the Sverdlovsk region revealed violations of fire safety requirements in Sosva. There was no outdoor firefighting equipment in the village, dry grass was not mowed and fire barriers were not created. At the same time, experts found landfills of garbage and combustible materials.
As a result of the Sosva fire, two people died. By data administration of the Sosvinsky urban district, the fire damaged 130 houses. The fire also destroyed most of the buildings on the territory of the correctional medical institution N23 of the Federal Penitentiary Service (FSIN). 240 convicts evacuated , 37 employees of the Federal Prison Service were left homeless. Staff received 300,000 rubles in compensation.
More than 95 million rubles were taken from the reserve fund of the Sverdlovsk region to compensate for the damage caused to the inhabitants of Sosva. Russian President Vladimir Putin instructed the government to allocate 2 billion rubles for the restoration of houses and infrastructure in Sosva.
The investigative commission initiated criminal proceedings under the articles “Causing death by negligence”, “Negligence” and “Violation of fire safety requirements, resulting in the death of two or more persons by negligence”.
On April 27, Vyacheslav Alekseev, a fire safety specialist of the MKU “Department of Civil Protection and Economic Services of Sosva GO”, and Gazanfar Mamedov, the director of the sawmill, were arrested in connection with the case of ‘fire.
Alekseev present accusation of negligence causing the death of two people, including significant damage and a significant violation of the rights of citizens and organizations (part 3 of article 293 of the Criminal Code), as well as a violation of fire safety requirements, resulting in the death of two people by negligence (part 3 of section 219 UK). Mammadov is charged with negligent destruction and damage to property (part 3 of article 219 of the Criminal Code and article 168 of the Criminal Code). Both defendants in the case have been arrested.
