The State Duma has prepared a bill prohibiting Russians from changing their sex by medical methods and making appropriate changes to documents at will. On this subject to write Vedomosti with reference to the text of the bill.
The document was drafted by State Duma Deputy Chairman Vladislav Davankov, but it will be submitted by all factions, the newspaper reports. The initiative consists of amending the laws “on the foundations of health care” and “on the laws on civil status”.
“We have prepared such a bill that does not allow changing sex at the request of a person in the first place. And we have prepared a decision prohibiting sex change by medical methods, ”Davankov explained.
A Vedomosti source in the State Duma did not rule out adding a definition of medical indications to the bill, according to which a person can always change sex medically and subsequently replace documents.
“In order not to deprive people who have congenital organic changes of medical care, the text of the document specifies that we are talking about people with mental illnesses and disabilities. That is, no certificate on the mental state of the “transgender” will now work, ”explained State Duma Deputy Nikolai Nikolaev.
The law now allows a person with a confirmed diagnosis of transsexuality to obtain a certificate entitling him to medical and legal sex reassignment.
At the end of April 2023, Minister of Justice Konstantin Chuichenko announced that the Ministry of Justice was preparing a bill that would limit the possibility of changing the gender in documents. The current situation, he said, does not correspond to “current conceptual documents and constitutional priorities”.
In May, the preparation of a similar bill – on the prohibition of sex change operations – was announced by the State Duma deputy from the Communist Party Irina Filatova. Alexei Kurinny, deputy chairman of the Duma Committee on Health Protection, in turn clarified to Russian media that there are no such initiatives in the lower house yet.
