Recently, at the initiative of the Ministry of Internal Affairs, a meeting was held in the department with the heads of the state administrations of the Sverdlovsk, Pervomayskogo, Oktyabrskogo and Leninskogo districts of Bishkek, the heads of the internal affairs departments , the head of the capital GUVD Azamat Nogoibayev .
The participants discussed the main issues of digitalization of Bishkek, the principle of operation of video cameras with facial recognition function, discussed the issues of protection of public order, crime prevention and crime prevention.
According to the results of the meeting, the Ministry of Internal Affairs initiated the installation of CCTV in the territory of the Sverdlovsk, Pervomayskogo, Oktyabrskogo and Leninskogo districts of the capital. Video cameras installed and put into operation with the help of state administrations, within three months, will be connected to a single centralized system of the Ministry of Internal Affairs of the Kyrgyz Republic.
Based on the proposals of the Ministry of Internal Affairs of the Kyrgyz Republic, the Pervomaysky district administration has already started installing video cameras in public places. Work began in the Sverdlovsk, Oktyabrsky and Leninsky districts of the capital.
According to the Ministry of Internal Affairs, 2 thousand 177 video cameras operate in public places of the republic to maintain public order, detect violations and take operational measures. Among them, 519 cameras with facial recognition function are connected to the operational control center of the Kyrgyz Republic’s Ministry of Interior Public Security Service.
The camera systems have the following capabilities: 360 degree rotation, tilt, zoom up to 500 meters, orientation of the shot to specific objects and monitoring of them, identification of people, for which neural networks are used, which read and analyze the unique characteristics of the face and compare them with the database.
Facial recognition is a technology that can automatically identify (identify) or verify (confirm) a person in a photo, video or in real time. With the help of installed video cameras, work is carried out everywhere to detain people at liberty, establish the whereabouts of missing persons without leaving a trace, prevent hooliganism or violence, solve crimes and provide various aids to citizens.
The criminal situation in the country is monitored in real time by the operational control center of the Ministry of Internal Affairs of the Kyrgyz Republic. Last year alone, 3,431 crimes and incidents were detected using video cameras with facial recognition function, court decisions were made for each of them, according to the Ministry of Interior of the Kyrgyz Republic .
In addition, the activities of duty units of territorial units of internal organs and remand places are monitored by video cameras. To control the organization and operation of CCTV, a special monitoring center has been created within the Ministry, where cameras from all regions are combined into one centralized CCTV system.
