Previously, residents of two cities – Kirov and Kirovo-Chepetsk – did not have such an opportunity. This is due to the fact that in both municipalities landlords pay for garbage collection according to the size of their apartments. Therefore, even if you left town for a long time, you still had to pay for waste disposal.
In the neighborhoods of the region, the situation is different – residents pay for each person registered in the apartment. They had the option of lowering the fee for the duration of a long checkout.
Residents of Kirov repeatedly complained about this injustice, and eventually the issue was resolved. Appropriate changes have been made to the legislation and all residents of the region can now request a recalculation. The standard of the law entered into force on March 1 this year.
