They noted that the state has allocated charitable and humanitarian community institutions authorized to provide support to the needy, collect donations, and find research solutions for people with needs and families, stressing that the practice of some of these behaviors indicates psychological weakness, dependence on others, and the search for quick ways to collect money unjustly. They emphasized that society is the first line of defense because awareness is the way to eliminate the phenomenon, and there is the vital role of families and individuals in confronting the phenomenon anywhere in order to preserve society and its stability from what distorts and offends it. Rejected by Sharia and Law For his part, Attorney Abdullah Al-Mutawa affirmed that begging is one of the things that is rejected by Sharia and law because of its negative repercussions, and that begging is an uncivilized behavior that harms the image of society and gives a bad impression of the standard of living in it, and leads to the formation of individuals who are accustomed to relying on others, instead of of production and work. Begging is also a reprehensible habit that is rejected by religion and society, and the state has been keen, through official agencies and charities, to provide official channels to help those in need to close the door to these wrong behaviors. The law also stipulates the criminalization of this behavior as it is contrary to morals, values, customs and traditions, and it is a phenomenon that threatens society and its stability and indicates a weak self that makes it appear humiliated and dependent on others for work, production and collecting money.. Where Article No. 278 of the Penal Code stipulates that: ( Whoever beggars in the streets or public places, or leads a juvenile to beg, or encourages him to do so, shall be punished with imprisonment for a term not exceeding one year.Instead of ruling the aforementioned penalty, it is permissible to order the placement of the beggar in one of the correctional institutions designated for that.In all cases, the ruling is kind. He pointed out that begging is a global phenomenon that threatens the efforts of countries to create a good healthy and social environment, so it has begun to put in place deterrent measures for violators to limit beggary acts, stressing the importance of media and educational awareness in spreading the principles of values ​​and ethics that urge individuals to avoid the negative aspects of begging and its harmful impact on society. It is important to intensify community work from institutions and social centers to reduce the problem.
