Reshaping Perspectives and Catalyzing Diplomatic Evolution

Panchayats of Tirthan Valley prepared vision document to save tourism

Kullu (creation): 10 Panchayats of Tirthan Valley of district Kullu have prepared a vision document regarding tourism development and handed over this document to Horticulture and Revenue Minister Jagat Singh Negi, who was on Kullu tour. And it has been demanded that the heritage form of the area should be maintained and the valley should move forward in the field of tourism. There is a need to formulate a policy for this. Panchayat representatives of the valley have demanded from the government that the Panchayats of their area have passed the proposal of the vision document. It should be passed in the Vidhansabha so that the ancient form here remains like this and the valley moves further in the field of tourism.

Let us tell you that 10 panchayats of the valley have passed such a proposal, who have demanded the government to give rights to the panchayats by making a policy on this. Has passed 10 panchayats and has demanded the government to declare the area as eco-tourism zone. Earlier, along with Gram Panchayat Sharchi, Gram Panchayat Shilli, Mashiyar, Tung, Nohanda, Pekhdi, Kandidhar, Kalwari, Shrikot, Kothi Chehni, have passed the resolution.

The people of the valley are afraid that the way the tourism business is increasing in the valley, unabated construction is taking place in the valley, due to which the appearance of the valley is deteriorating and due to unbridled construction as well as other activities, the health of the people here is increasing. The form of culture and old construction style will be in danger, due to which Panchayats want to stay out of the purview of TCP, but Panchayats should get the work of tourism and construction regulation here or are in favor of it.

It has been said in the vision document that there should be a provision to take NOC from the Panchayat before the construction of the building and the building built should be of three and a half storeys with a ground floor and not have more than 12 rooms. The house should be built at least 2 meters away from the road. Gram Sabha tax should be fixed on residential, commercial buildings, hotels and permanent tents. Panchayat will not give permission to companies doing big trekking camping. No one will do camping on the banks of river drains and only the unit registered with the department will get camping done at a proper place away from river drains.

No person, business, homestay, hotel operator shall offer charas opium to the tourists. The use of wood in commercial construction should be under the supervision of the Forest Department. The blueprint of other material will also have to be given to the Panchayat from time to time. Including the above, a vision document of 18 points has been sent to the government, in which all the above mentioned powers have been given to the panchayats.
