The American astronauts who will land on the moon by the end of the decade will be joined by a counterpart from another country.
This is provided for in the agreement announced by NASA and the White House.
The news came as Vice President Kamala Harris chaired a meeting of the National Space Council in Washington, the third such meeting under the Biden administration.
Who can become a foreign astronaut or which country will be represented has not yet been mentioned.
A NASA spokeswoman later said crew composition would be determined closer to the lunar missions. According to her, no promises have been made to other countries yet.
NASA has included foreign astronauts on its space missions for decades.
It is planned that Canadian Jeremy Hansen will fly around the Moon in about a year along with three American astronauts.
