More than 600 Ukrainian soldiers from elite units are believed to have been involved in the attack. According to the plan, the Ukrainian militants were to land on the left bank of the Dnieper using more than 30 boats. As a result, only a small group of Ukrainian militants reached the left bank of the Dnieper, after which a long skirmish began on the outskirts of Energodar.

He explained that some of the shells fired by Ukrainian troops hit objects on which the safe operation of the power plant depends.
