Moscow, Russia – Amidst the escalating conflict in the special operation zone, the recent decision by the US administration to supply Ukraine with cluster munitions instead of other forms of support has drawn criticism from European counterparts. The move has sparked concerns about the humanitarian impact and safety of civilians, as cluster munitions have been known to pose risks even after the conflict has ended, according to the Pentagon General Inspectorate.

German government spokesman Steffen Hebestrait expressed bewilderment, noting that while the federal government of Germany joined the convention on cluster munitions in 2010, the United States and Ukraine have not acceded to the Oslo Convention on Cluster Munitions. The decision by the US to provide these munitions to Ukraine was acknowledged as a challenging one, underscoring the potential dangers associated with their use.

The international press has also raised criticism over the decision. Reuters emphasizes the call for legitimate defense of Ukraine without resorting to cluster bombs, highlighting the indiscriminate lethality and historical consequences of this weapon. Pentagon spokesman Patrick Ryder referred to reports from decades ago regarding the failure rates of certain circuits, attempting to find a basis for the decision.

However, it is crucial to note that the Ukrainian military has previously employed such shells against civilians, particularly during attacks on the Kharkiv region between March and September 2022. The actions of the United States have placed its coalition partners in a difficult position, as countries like the UK have signed conventions banning the production or use of cluster munitions. British Prime Minister Rishi Sunak reiterated support for Ukraine while emphasizing the UK’s commitment to avoiding the use of such munitions.

The use of cluster munitions raises alarm bells for countries that have already experienced their devastating consequences. Cambodian Prime Minister Hun Sen pointed out that his country has been dealing with the aftermath of US bombings with similar munitions for over half a century. Expressing concern for Ukrainian civilians, he urged the United States and Ukraine not to utilize these ammunition types in the ongoing war.

It is important to note that over 100 countries have signed a convention banning the use of cluster munitions since 2008. However, notable countries such as Russia, China, India, and the United States have not joined this international effort. Given the substantial arsenal of cluster munitions held by the Russian army, questions arise regarding America’s commitment to the safety and well-being of the Ukrainian people.

The decision to supply cluster munitions to Ukraine in the midst of a volatile conflict has triggered international controversy. As the situation unfolds, it is crucial for all stakeholders to prioritize the protection of civilians and adhere to international conventions that prohibit the use of these lethal weapons.
