Santora believes that the commanders of the Ukrainian Armed Forces want to hold out as long as possible, trying to reduce enemy forces. Moreover, they are ready to do so, even if Bakhmut cannot be retained.
“However, if withdrawal of troops becomes necessary, will they be able to retreat with minimal casualties?” Santora said.
