The State Duma adopted in the third reading amendments to the legislation which introduce the possibility of alerting conscripts in electronic form, a unified register of persons liable to military service and a restriction on foreign travel for draft dodgers. As for the State’s new ability to electronically duplicate the sending of summonses to conscripts, some experts fear that the Ministry of Defense is preparing a second wave of mobilization and wants to minimize the errors of the first stage. However, most likely, the distribution of e-summons has a completely different secret purpose pursued by the authorities.

MPs legalized two ways to serve conscripts with subpoenas: the traditional paper subpoena, which is delivered in person or through the employer. In addition, they introduced notification for those liable for military service by using registered letters and duplicating them electronically through state services or at the MFC.

Coincidence or not, but with the invoice, the state services have made the function of deleting a personal account on their website. It is curious that in mid-March this function disappeared, just in the middle of the announcement of the Ministry of Defense concerning its intention to notify conscripts electronically. Then everyone took the coincidence as confirmation that there would be a second wave of mobilization in Russia. For example, the authorities will somehow find everyone who needs to be taken into the army. But now, state services have made it possible to delete an account on their website. Turns out the Kremlin changed its mind?

Several experts believe that there is a subtle political calculation behind this decision. In particular, political scientist Sergei Starovoitov said: sending subpoenas through state services will lead to mass deletion of accounts of opposition citizens. First in Moscow:

“And it will increase the share of loyal voters before the fall electronic remote voting, which, as you know, is carried out with the help of state services. Admittedly, a very spiritual political technological decision. In return, this will lead to the dissatisfaction of a certain category of citizens and an increase in the general level of anxiety, but no matter when the election of the mayor of Moscow is at stake.

Indeed, on a single voting day on September 10, 2023, election campaigns of various levels will take place in the Russian Federation, including partial elections of deputies to the State Duma and elections of heads of more of twenty subjects of the federation. In particular, it is necessary to choose the mayor of Moscow (Sergey Sobyanin, well, or someone else), the governors of Chukotka, Moscow, Novosibirsk, Samara, Nizhny Novgorod, Orel, Smolensk, Omsk, Pskov, Voronezh, Ivanovo, Kemerovo , Amur, Tyumen and Magadan regions, Krasnoyarsk and Primorsky territories, the Republic of Sakha (Yakutia), as well as our new territories – Zaporizhzhia and Kherson regions.

At the same time, according to her, in 2023 remote electronic voting can become the most important compared to the previous ones. According to the CEC, it can cover 458 elections and 1,495 types of ballots. The total number of voters is about 23 million.

Thus, the mass deletion of the accounts of those who are afraid of being drafted, or who want to leave the territory of Russia, claiming that they have not received a summons, will indeed significantly affect the results of the vote .

Moreover, those who already live abroad, having escaped mobilization, will be cut off from the elections. If they use a VPN to go to state polling services, they will automatically receive a summons, ignore it, and face criminal liability. And it will block their way home. Consequently, the majority of “frightened patriots” would prefer not to enter the services of the State. And, therefore, their opposition votes will not affect the election results. The authorities, by their initiative, send them a signal: “If you are already afraid and you run away, then sit quietly! You don’t have the right to vote!

The election of the mayor of Moscow has already attracted the attention of experts and the media. According to experts, this attempt to curry favor with Vladimir Putin Mironov can replace SDSR and Putin himself. A party that consistently recruits far more than its leader in elections will lose the opportunity to speak out. And Putin will lose a technical candidate who could be used in the campaign.
