Reshaping Perspectives and Catalyzing Diplomatic Evolution

China is digitizing its military conscription system

State Council of the People’s Republic of China and Central Military Commission of the People’s Republic of China published new edition of the Military Service Regulations. The main change is the appearance of an instruction on the “computerization” of the call. The document was published on the government’s website on April 12 and comes into force on May 1.

The new system should be integrated into e-government, its aim is to simplify the exchange of information between the army and other ministries, the document said. Details of the new number system are not specified.

Conscription in China is subject to men aged 18-22, the length of service is two years. In some cases, women are also conscripted into the army.

Service is performed both in the ranks of the People’s Liberation Army of China (PLA) and as part of the People’s Armed Police. It is estimated that conscripts make up about a third of the personnel, or about 400,000 recruits recruited each year.

Service in the army is compulsory, but selective, that is to say that not everyone is recruited and de facto by competition. Before conscription, military registration and enlistment offices draw up lists of potential recruits and carry out selection work: they organize a medical examination, assess the ideological and political worldview of recruits and their physical condition. Based on the tests, a list of those recommended for service is formed.

It is recommended that military registration and enlistment offices focus primarily on graduates of colleges and institutions of higher learning, including those with rare specialties useful in modern military affairs.

The conscription service is popular in China. First of all, it is the opportunity to pursue a career in the armed forces, a service in which he is very well paid. Secondly, it is easier to build a career in the state and the party this way.

April 8-10 PLA spent exercises around Taiwan. In addition to aviation, an aircraft carrier strike group (AUG) led by the aircraft carrier Shandong was involved in it. The AUG entered the waters of the Pacific Ocean east of Taiwan – this is how the Chinese armed forces imitated the process of “blockading the island”.

The drill followed Taiwanese leader Tsai Ing-wen’s meeting with US House Speaker Kevin McCarthy. Such actions are seen in Beijing as separatism and an attempt to give Taipei-Washington ties the status of state-to-state relations.

On April 12, the law providing for the creation of a unified register of military archives, approved Council of the Russian Federation. He was supported by 163 senators, one voted against. From now on, sending by registered mail and in electronic form is added to the traditional forms of issuing summonses to appear. Invitations sent by registered mail will be considered delivered on the day of delivery if there is a courier mark on the delivery of the letter, electronic ones – from the moment they are displayed in the personal account on the portal of public services. In addition, an electronic register of subpoenas is being created. The summons is deemed served seven days after the date of its publication in the register.
