Russia passes law on unified conscript register

April 15, 2023

Russian President Vladimir Putin has signed a law on the creation of a unified register of persons liable for military service. The new standard involves the introduction of electronic notices, as well as restrictions for fraudsters.

The document was published on the official Internet portal of legal information. By law, traditional subpoenas can be duplicated electronically. They can also be sent to citizens in writing against receipt or by registered mail with acknowledgment of receipt. In addition, those who have received the summons are prohibited from leaving Russia until they report to the military registration and enlistment office.

At the same time, the standard provides for restrictive measures against fraudsters. If a person liable for military service does not report to the military registration and enlistment office within 20 days, he may be deprived of transport control.

Recall that Andrey Kartapolov, Chairman of the Defense Committee of the State Duma, spoke about the innovations. Russian President’s press secretary Dmitry Peskov noted that the law on the Unified Register of Persons Subject to Military Service is not related to mobilization, but to military registration.
