Reshaping Perspectives and Catalyzing Diplomatic Evolution

The European Parliament wants to regulate ChatGBT

The European Union wants to be the first in the world to adopt a comprehensive legal framework to curb the excesses of artificial intelligence (AI) while guaranteeing innovation.

Brussels proposed an ambitious bill two years ago, but its examination has been delayed, and has been delayed in recent months by the controversy over the dangers of generative artificial intelligence capable of creating text or images.

EU member states did not set their position until the end of 2022.

MEPs announced their position in a committee vote on Thursday morning in Strasbourg which will be confirmed at a plenary session in June. Tough negotiations will then begin between the different institutions.

“We have received more than 3,000 amendments. Just turn on the TV, every day we see the importance of this file for citizens,” said Dragos Todorac, co-rapporteur of the text.

“Europe wants an ethical and human approach”, said co-rapporteur Brando Beneve.

AI systems are as interesting as they come, due to their incredibly complex technology.

While these regimes can save lives by leapfrogging disease diagnosis, they are also being exploited by authoritarian regimes to exercise mass surveillance of citizens.

“Chat GBT” software sparked widespread worldwide interest in generative artificial intelligence after it was revealed late last year, due to its ability to create elaborate texts such as emails, articles and poems, or news programs or translations, in just seconds.

But the spread of fake images on social media, more real than the real thing, generated by apps like Midjourney, has warned of the dangers of manipulating public opinion.

Scientific figures have also called for the development of more robust systems to be suspended, pending the enactment of a law to better regulate them.
