Russian President Vladimir Putin has instructed to consider the issue of location requirements for the production of cars for taxis and car sharing. Experts interviewed by Russian media believe that such a measure will support the Russian automotive industry, but over time it could affect the end consumer due to a possible increase in tariffs.

Automobile lawyer Lev Voropaev, in an interview with Russian media, suggested that the president’s initiative was linked to economic security – he wants to support this type of commercial industry so that it can operate despite the shutdown. of the flow of spare parts for cars.

Moreover, according to the expert, this measure is aimed at raising the Russian automotive industry in the country so that the money does not go abroad and does not support a foreign manufacturer.

“Most likely, this is Moskvich, Lada, some Chinese manufacturers are also gathering on the territory of the Russian Federation, others, as far as I know, are all gone. I think the townspeople will not notice, because the cars bought before the SVO, before the departure of all the main manufacturers, whose cars served as taxis, did not exhaust their resources, ”said the lawyer.

Voropaev noted that, as far as he knows from open sources, mass services, including Yandex.Taxi, are already actively working, buying these cars, including Muscovites, for their taxi fleets.

“So I think there will be no problems for the average consumer. For car buyers, of course, it has become much more expensive. I think it will certainly affect the prices that will be offered to transport citizens by taxi. But it will be gradual and in conditions of strong competition it will not be very noticeable for ordinary consumers, ”concluded the expert.

Maxim Kadakov, editor of Za Rulem magazine, in turn, believes that it is too early to draw conclusions, since it is necessary to understand which cars the government will in this case classify as Russian-made cars. He noted that it is possible to approach the problem more broadly and consider all cars produced in the country as Russian cars, regardless of the method – SKD, deep localization, etc., or you can configure these parameters more precisely and approach the question differently.

“As, for example, is done in the case of public procurement, where a certain degree of localization is required, or, for example, where the Ministry of Industry and Commerce includes or, conversely, excludes cars that participate in the preferential car loan program, when there is a specific degree of location, expressed in points, then the car authorized under these programs.If there is wider coverage, then more cars enter this funnel and more companies will have the opportunity to offer their cars for taxis and car sharing,” the expert said in a conversation with Russian media.

In this case, according to Kadakov, the list immediately includes such cars as Sollers Atlant minibuses, which can be offered for freight car-sharing, Moskvich, for which, as the interlocutor of Russian media noted, even a contract special investment was not signed, as well as cars Avtotor » Kaiyi, BAIC and other brands, or, for example, Lada cars, which will be assembled at a plant in St. Petersburg.

If the requirements are more serious, only deep-located cars will be used in car sharing and taxis, which are not so numerous in Russia: Lada, UAZ, Haval Jolion, Gazelles and Sobol.

“In the coming months, it will not change anything at all, because it takes time to develop a concept, sign a decision, etc. I don’t think it will affect the rates in any way, because there are already a lot of Chinese cars in taxis and car sharing, which are not the cheapest compared to the ones that were before,” says the expert.


He called the president’s move “a much-awaited move”, adding that it would help Russian automakers, as Russia has a large number of taxis and lots of car-sharing cars, and all of them need to be put on hold. updated periodically.
