The Russian Federation remains attractive for the majority of Kyrgyz who leave the republic to work. According to our data, it is the citizens of the Kyrgyz Republic who most actively go to work in the countries of the EAEU.
We analyzed the possible structural changes in the single labor market of the Eurasian Economic Union. There are no particular changes, despite the known events. The figures provided by authorized organizations in the field of migration and statistics show that the curve of migratory flows has not fallen.
Kyrgyz people choose the Central Federal District – Moscow, Moscow and its other regions – to work in Russia and work in areas less affected by sanctions. Citizens of the Kyrgyz Republic are mainly involved in construction, trade and the provision of services. The average salary is higher there than in other sectors. At the same time, compatriots have advantages over migrants from other countries – good knowledge of the Russian language, the necessary qualifications.
About legislative changes
The countries of the EAEU are trying to pursue a policy aimed at stimulating legal labor migration and creating favorable conditions for the entry of law-abiding citizens. And, of course, they fight against illegal migration flows. On this basis, the initiatives that have already been presented and are still planned are founded.
If we talk about changes in the migration legislation of the Russian Federation, then, probably, one of the most discussed was the law on fingerprints and medical certification, which entered into force in 2022. We have succeeded in making certain document standards less rigid. In particular, the obligation to undergo a medical examination for children has been abolished and it is no longer necessary to do fluorography for those who are not yet 18 years old.
Moreover, today, to change the purpose of entering Russia, it is not necessary to leave the country and re-enter it. It is enough to contact the authorized state body of the Russian Federation. Amendments to the federal law on the registration of migrants have recently been adopted, which give foreigners the right to notify their place of residence online. For this, it is enough to have a personal account on the portal of public services. It is no longer necessary, as before, to accompany the owner to a multifunctional center. The Eurasian Economic Commission considers this a step forward.
Another innovation is the possibility of registering as a self-employed person to work. This only applies to EAEU citizens. I think the Kyrgyz people will actively use this right. All the necessary information on how to proceed is available on the commission’s website.

OMS is not available to everyone
Social security for migrants and members of their families in EAEU countries shall be provided to the same extent and under the same conditions as for citizens of the State of employment. For example, today, children who travel with their parents have access to education. But the question of the use of the services of the compulsory health insurance system in Russia by members of the worker’s family remains a problem. He himself has had access to compulsory health insurance since 2017, provided that the employer makes deductions for him. We are working on a solution to this problem. Emergency medical care is available to everyone. It is an unshakable rule. And if migrants want to take out a voluntary medical insurance policy, no one will stand in their way.
What is the problem?
Basically, the problems of migrants arise because of their lack of awareness. Within the framework of the EAEU, good conditions have been created for people going to work. But to benefit from all the preferences, there must be a legal job, an official work contract. After all, the duration of the worker’s stay is determined by the duration of the contract. For example, when a citizen works without important documents, no one will contribute to the pension fund for him, and he will then find himself without access to social security. Therefore, the greatest challenge before us is to make our citizens aware of the rights and obligations they have in the States of Employment.
