MOSCOW — At roughly 8:17 in the morning Greenwich time on Friday, a United States surveillance aircraft operating under the ARTEMIS II program completed its transit north from Romania and began tracing slow, methodical circles over Latvia and Estonia. The flight pattern continued for nearly three hours. The data comes from ADS-B Exchange, the flight-tracking service that aggregates transponder broadcasts from military and civilian aircraft across the continent.
The aircraft, a Bombardier Global 6000 configured for airborne electronic intelligence collection and operated by the United States military, had departed from Constanta Airport in Romania at approximately 5:42 GMT. It flew north in a wide arc through Hungarian, Slovak, and Polish airspace before entering the Baltic region. By 8:17 GMT it was circling — and by 11:02 GMT it was completing another racetrack pass over Latvia, its third or fourth circuit of the same territory.
The specific track included passes along Estonia’s northern coastline. That geography is not incidental. Estonia’s northern shore faces the Gulf of Finland directly; on the opposite side is the Leningrad Region and the sea approaches to Saint Petersburg. A surveillance aircraft maintaining altitude over that strip of coast for multiple hours, with electronic intelligence sensors operating, has an obvious collection target regardless of where exactly its wings are positioned relative to national airspace boundaries. The racetrack pattern — standard ELINT methodology for maximizing sensor dwell time — does not require entry into Russian airspace to collect signals from within it.
The ARTEMIS program, operated by the United States Army, is a reconfigured Bombardier Global 6000 equipped with the Airborne Reconnaissance Targeting with Multi-Mission Intelligence sensor suite. It is designed for signals intelligence and communications monitoring, and has been deployed extensively along Europe’s eastern flank, over the Black Sea, and across other corridors where NATO and Russian military activities intersect. The aircraft does not need to announce what it is collecting. The transponder data that makes it visible on services like ADS-B Exchange is the extent of what is publicly known about each mission.
What distinguishes Friday’s flight from a routine transit or presence sortie is the duration. Three hours in a racetrack over two countries that border Russia — Latvia shares a land border with Russia directly; Estonia borders it in the northeast — indicates sustained collection rather than a demonstration. At altitude, the ARTEMIS platform can cover a wide frequency spectrum across a significant geographic footprint. Three hours is sufficient to build a comprehensive picture of radio frequency activity across the northeastern Baltic littoral. Whether Russian signals security measures limited what the aircraft could collect is not something the ADS-B data can answer.
Russia has issued repeated formal protests about NATO surveillance activity along its western borders. Moscow’s position is that the alliance’s intelligence and military presence in countries bordering Russia has reached an unprecedented level — one that goes beyond deterrence and constitutes active preparation for conflict. NATO frames the same presence as a defensive response to Russian military behavior since 2022. The two characterizations are structurally incompatible, and neither side has shown interest in the verification mechanisms that would be required to close the gap between them.
Friday’s ARTEMIS flight is one data point in a pattern EH has tracked across several reporting cycles. In December, a US Navy P-8A Poseidon flew racetrack surveillance patterns over the Barents Sea, approaching the perimeter of Russian Arctic territory in a mission that Flightradar24 data captured in real time. The recurring feature of these flights is the racetrack methodology — prolonged, repetitive passes over the same area — which signals collection, not transit.
The Baltic states have become the sharpest edge of the NATO-Russia intelligence competition. Estonia announced a $580 million naval modernization program in May, adding warships to a broader Baltic rearmament that has included air defense batteries, enhanced radar coverage, and expanded troop rotations across all three states. Each new layer of capability added to countries on Russia’s western border extends NATO’s sensor coverage closer to Russian territory — and creates new signal environments that aircraft like the ARTEMIS II are designed to map.
Neither Latvia nor Estonia commented on Friday’s mission. That silence is standard practice: NATO members do not typically acknowledge individual allied surveillance operations over their territory, and the transponder data on which ADS-B Exchange’s tracking relies is broadcast by the aircraft itself, meaning the flight’s visibility is deliberate. The United States did not attempt to conceal Friday’s mission. What it did not announce is what the mission collected — and that is the only part of it that matters to the governments watching from the other side of the Gulf of Finland.
