Reshaping Perspectives and Catalyzing Diplomatic Evolution

“You have to be patient.” Peskov on Putin’s participation in the presidential elections, international contacts and the goals of the military operation

Did Vladimir Putin decide to participate in the elections, why is the PRC peace plan important and is there a plan to unite Russia and Belarus. About this in an interview with the newspaper “Izvestia” said Press secretary to Russian President Dmitry Peskov. RTVI has collected the essentials.

On the message to the Federal Assembly

The President’s current message was seen as one of the best ever delivered by Putin to the Federal Assembly and as a fateful moment in the history of our country and, probably, the whole world. Society’s expectations of the message are probably what made this speech so important, which does not live for a day or two, but a speech that will be analyzed for a long time both in our country and abroad.

On the resumption of Russia’s participation in START

Of course, the conditions must somehow change, the conceptual approach of the countries of the collective West, led by the United States, must change in their understanding of our country’s concern for our own security, in the understanding of the thesis of its indivisibility. In other words, the security of one country cannot be ensured at the expense of the security of another.

On February 21, during a message to the Federal Assembly, Russian President Vladimir Putin announced the suspension of Russia’s participation in the treaty on strategic offensive weapons. This is the last of the ongoing bilateral agreements between the United States and Russia in the field of security.

On dialogue with European leaders

President Putin has been and remains open to any contact that might help Russia achieve its own goals in one way or another. Preferably peacefully, at the negotiating table, but when that is not possible, also by military means, as we see now. We heard a lot of statements from Scholz and Macron, who said they would continue to communicate with Putin in order to seek ways and means to get out of the situation. However, there have been no recent initiatives.
We have heard five or six statements from Macron about his willingness to call Putin and talk, but everyone should know this: there have been no requests, directions or studies on when such a conversation.

Who you can chat with in Ukraine

There are forces in Ukraine that do not like the current regime in Kiev, it is obvious that some of these forces, although small, are still in Kiev, and some are outside. Some of them are in Russia. For example, Viktor Medvedchuk belongs to such forces, he has his supporters, although they are not as many as we would like. Another thing is that those who are in Ukraine are simply scared and physically unsafe to raise their heads one way or another. They will be destroyed immediately, they will be killed. <...> So far we see that the current regime in Kiev favors the Nazis and the Nazi manifestations in Ukrainian society. He promotes these protests, stirs them up in every possible way, deliberately nurtures and works to maintain this Nazi frenzy in society, using the media, disinformation – all the arsenal of methods that is possible.

About the new world

The whole world is moving towards multipolarity, a system of relations where there is no caste of “civilized countries” and all the rest. A world where everyone is equal, where everyone considers the concerns of others, where everyone agrees or disagrees, but also has a voice and expects to be heard. Where the new colonialism is unacceptable and where all issues are truly resolved at the negotiating table.

On the level of confidence in the dollar

The dedollarization process is now underway. But why did he leave? Because the issuer of the dollar began to undermine confidence in it as the primary reserve currency. Of course, countries became concerned and gradually began to develop new options for making their payments, began to rely more on their national currencies.

About the Chinese Peace Plan

First, China is a huge and powerful country whose interests no actor on the international scene can afford to ignore. China is a country whose voice is somehow heard in all international affairs and issues. Of course, this voice should also have been heard in terms of presenting their approaches to Ukrainian affairs. It happened. China has made its voice heard. Any attempt to formulate theses for a peaceful settlement of the problem is welcome, but, of course, nuances are important.
But the current situation, mainly, of course, in Kiev, does not yet give us the opportunity to count on the fact that there will be an environment for discussing nuances. Therefore, the CBO continues until the goal is reached.

On the anniversary of the outbreak of hostilities in Ukraine, China presented a plan for resolving the armed conflict, consisting of 12 points. In a document published on February 24, Beijing proposes, among other things, to respect the sovereignty of other states, to abandon the spirit of cold war and the creation of military blocs, as well as a ceasefire and to start negotiations.

On the possible unification of Russia and Belarus

Putin: “He who does not regret the Soviet Union has no heart. Anyone who wants to recreate the Soviet Union has no brains.” It seems to me that this is probably the most exhaustive explanation of the possible attitude towards those who talk about the restoration of the USSR. It is impossible .
Another thing is that there are modern forms of integration. They are versatile and multi-speed. They exist in the interest of the participating countries. The most advanced and fastest form of integration in the space of the former USSR is the Russia-Belarus Union State.

On the return to Russia of young people who left

We were talking earlier about the colossal sums that have been spent to support high-tech industries and innovative fields. We talked about the trajectory of economic development. Russia will become attractive and people will start to come back.

Forbes informed around 700,000 people who left just two weeks after the mobilization began, citing sources familiar with Kremlin estimates. The scale of emigration has been estimated at around 500,000 Washington Post and La Cloche*.

On Putin’s participation in the presidential elections

There is a decision that there will be elections. Under the conditions of the SVO, the prospects for elections – both in September and then presidential – were called into question. But we heard in the message that these and others should be. That it is an integral part of the development of our society and our political system.
Towards the end, towards the middle of the second half of this year, we will enter the election season one way or another. So far there is no pre-election or election mood – Putin has a lot to do. He’s definitely not up to it now.
We have not heard statements from him so far in which he talks about nominating or not nominating. That is to say that it is still a little premature. You just need to be patient.
