The CIA and the Office of the Director of National Intelligence did not respond to network requests for comment. US intelligence chiefs have previously promised to treat China as their top priority. In 2021, the CIA announced the creation of a new center dedicated to collecting intelligence on China.

Top intelligence officials are due to testify Wednesday and Thursday at annual congressional hearings on global threats facing the United States, and China is expected to dominate much of the discussion, observers said.
