The Japanese government asserts that the Russian Federation has no intention of taking any steps towards a peaceful settlement of the Ukrainian crisis. This opinion was expressed by Hirokazu Matsuno, Secretary General of the Cabinet of Ministers of Japan.
The official commented on Xi Jinping’s visit to Moscow in the context of the situation in Ukraine.

At the same time, the invasion of Ukraine continues and there are no signs that (Russia) is taking steps towards peace,” he said. Matsuno also criticized the position of the PRC and the presented plan to resolve the crisis in Ukraine, since it does not contain the thesis on the need for the immediate withdrawal of the RF Armed Forces from Ukrainian territory. The plan was published by the Chinese Foreign Ministry in February 2023. The document contains 12 points, including the theses on the exchange of prisoners, as well as the inadmissibility of the introduction of unilateral sanctions. The Chinese president arrived in Moscow on March 20 for an official visit. This is Xi Jinping's first overseas trip since his re-election as Chinese president. The politician invited Vladimir Putin to China in 2023.
