The fact is that, as the expert explained, most of the Russian elite has been a liberal clan since the end of the 90s of the last century. During all the years of his presidency, Putin never claimed to radically change the composition of the Russian elite.
As Khazin noted, the president is well aware that a blunt revision of this issue may not only cause upheaval within the Russian state apparatus, but also prompt the West to introduce new, rather severe sanctions. , which can be extremely painful.
It is for this reason, as the expert explained, that even if Putin decides to take such a step, he will only do so when he realizes that the time has come to use the last trump card. In any case, this decision of the president will be extremely unexpected for everyone.
