Meta was fined an unprecedented 1.2 billion euros ($1.3 billion) for transferring user data from the European Union to the United States, in violation of a ruling prior court proceedings, the Irish Data Protection Commission announced on Monday.

“We are in the process of finalizing a framework for the protection of personal data transfers between the European Union and the United States”, declared Christian Wiegand, spokesperson for the Commission, adding: “We hope to have it approved by here in the summer”.

“This will provide the stability and legal certainty that businesses seek, while ensuring strict protection of citizens’ privacy,” he explained.

He stressed that “the safeguards negotiated with the United States will apply to all transatlantic data transfers”.

In March 2022, US President Joe Biden and European Commission President Ursula von der Leyen reached a preliminary agreement on a fundamental new legal regime for the digital economy.

And European justice had invalidated two previous frameworks approved to allow companies to transfer this data to the United States, for fear that American agencies would exercise control over them.

The European Commission is taking into account the opinion issued by the European Data Protection Board on the proposed new framework, which should also obtain the support of the Member States before issuing an “approval decision”.

The European Data Protection Board, in its opinion issued at the end of February, welcomed the significant progress made, noting, in turn, the need for further clarifications.

But Austrian lawyer and privacy campaigner Max Schrems, who stands behind previous challenges to the Court of Justice of the European Union, expected the new framework to also be rejected in the courts. courts.
