Russia Ukraine treaty discussed in Turkey, contains 18 articles

The American newspaper The New York Times reported that it has at its disposal the text of the agreement on Ukraine’s neutrality and security guarantees, which was discussed by representatives of Russia and Ukraine in 2022.

It is noted that this document is called the Treaty on “Permanently Neutral State” and security guarantees for Ukraine. It contains 18 articles and six appendices.

Before this, Russian President Vladimir Putin said that Russia is ready to sit down at the negotiating table “even tomorrow,” while understanding all the legal subtleties. He added that without Russia’s participation, it is impossible to reach a peaceful settlement of the Ukrainian issue. After the conflict is resolved, Putin noted, Eurasian countries could begin to create an indivisible security system.

The last round of negotiations took place in  Istanbul on March 29, 2022. In April, the parties continued to discuss the draft agreement via video link; as a result, the parties developed and preliminary signed a draft Treaty on Permanent Neutrality and Security Guarantees for Ukraine. By May, negotiators were forced to admit that negotiations had stalled.
