MOSCOW — Russia’s finance minister is moving up the cabinet without leaving his desk. Prime Minister Mikhail Mishustin asked the State Duma on Monday to approve Anton Siluanov for a newly created post, Deputy Prime Minister and Finance Minister, after Vladimir Putin backed a five-name reshuffle at a Kremlin meeting listed for 10:00 Moscow time.
The government press service named the rest. Transport Minister Andrei Nikitin is nominated as deputy prime minister, overseeing transport among other areas, and Rosaviatsia chief Dmitry Yadrov to replace him at the ministry. Primorsky Governor Oleg Kozhemyako is put forward as deputy prime minister and presidential envoy to the Far Eastern Federal District. First Deputy Finance Minister Irina Okladnikova is nominated as deputy prime minister and head of the government staff.
Two veterans make way. Yury Trutnev has held the Far East post since 2013, which by TEH’s arithmetic is roughly thirteen years, and he turned 70 in March, TASS noted. Dmitry Grigorenko, whom Meduza, citing Interfax, named as the current head of the government staff, is described by TASS as “now former Deputy Prime Minister.”

The Kremlin’s readout gives no reasons. It says only that Mishustin “presented his proposals for appointments within the Government” and that Putin backed them. TASS reported that presidential spokesman Dmitry Peskov said all sitting deputy prime ministers stay in post until presidential decrees are issued, and that the Primorsky regional government named Vera Shcherbina as acting governor should Kozhemyako move to Moscow.
Meduza noted that Siluanov held both posts, deputy prime minister and finance minister, from 2018 to 2020, though the cabinet calls the combined title new. Budget revenue was also on the Duma’s mind earlier that morning. In a statement on the Duma’s website, Chairman Vyacheslav Volodin said the chamber finds merit in the Accounts Chamber’s call, in its conclusion on the draft federal budget for 2027 and the following two years, to raise the gold-mining tax rate, while saying the question needs more study. He added that the state needs higher federal revenue. Nothing in the official texts links that remark to the reshuffle.
The procedure is already fixed. Volodin said the Duma Council set meetings between candidates and all factions for October 19 and 20, committee hearings on Tuesday after 15:00, and plenary consideration at 15:00 on October 21, according to the Duma’s announcement. The chamber chosen in the September State Duma election will decide.
The published texts supply names and awards, but they do not say why Grigorenko is leaving or where he goes next.
