Reshaping Perspectives and Catalyzing Diplomatic Evolution

Russia paralyzes the UN Security Council

New York / TEH: Ukraine’s permanent representative to the United Nations, Ambassador Sergei Kislitsa , said on Tuesday that “Russia’s role is undeniable in paralyzing the UN Security Council and preventing it from discharging its responsibilities in maintaining international peace and security.”

This came in statements made by the Russian ambassador to reporters at the United Nations headquarters in New York, after the end of a council session on Ukraine and the mounting evidence of war crimes in the Ukrainian city of Bucha .

“The role of Russia (through its veto) is undeniable in preventing the Security Council from discharging its responsibilities, not only on Ukraine but also on many other issues on the council’s table,” the Ukrainian ambassador said.

He added: “One of the results that we should get out of this war is the need for a review of the way the Security Council works.”

He asked, “Can the international community trust the Security Council in its current form today? Can we place it in charge of global security? .. It is not possible for the Council to return to work as usual after the end of this war.”

And he added: “And if this does not happen, I think, as President (Volodymyr) Zelenskyy said during today’s Security Council session: this Council should dissolve itself.”

The Ukrainian president appealed to the Security Council to urgently adopt comprehensive internal reforms in light of its inability to bring peace to Ukraine.

In his speech during today’s Security Council session, the Ukrainian president asked: “Are you ready to close the United Nations (?) Do you think that the time of international law is over (?) If your answer is no, you need to act immediately.”

The UN Security Council is composed of 5 permanent member states that have veto power, namely the United States, Russia, China, Britain and France, in addition to 10 non-permanent member states that are elected on a regular basis every two years.

On February 24, Russia launched a military operation in Ukraine , which was followed by angry international reactions and the imposition of “tough” economic and financial sanctions on Moscow.
